Municipal Stormwater Management

Polluted runoff is often transported through municipal stormwater systems where it is eventually discharged into streams untreated. The Environmental Protection Agency (EPA) has established a municipal stormwater management program known as the MS4 Program that is intended to improve our Nation’s waters by reducing the quantities of pollutants that stormwater collects and transports during a storm event. As part of the MS4 Program, your municipality may hold a permit to discharge their stormwater into local waterways. This permit requires the municipality to design a stormwater management program that reduces said discharge of pollutants to the maximum extent possible. Which will protect water quality and satisfy the water quality requirements of the Clean Water Act. In Pennsylvania, the MS4 Program is administered by the Pennsylvania Department of Environmental Protection (DEP). 

Who is the ISC?
In 2012, Blair County municipalities recognized the need for collaboration related to the Municipal Separate Stormwater Sewer System (MS4) program and have steadily worked toward a formalized approach to jointly manage, implement, fund, and comply with the Federal Regulations. In Blair County, the municipalities have chosen to continue municipal specific permit applications but have undertaken many of the tasks related to program goals on a regional basis. Regionalization solidified partnerships between municipalities and cooperating agencies. In 2017, the Intergovernmental Stormwater Committee (ISC) was formally created to include the following local entities: 

The ISC’s mission is to preserve, restore, and enhance water quality of Blair County  through implementation of best management practices. 

Together the ISC combines resources to meet permit requirements and implement the Blair County Collaborative TMDL & Pollution Reduction Plan, reducing 1.4 million pounds of sediment within Blair County’s waterways by 2023. 

The ISC Board meets monthly, at the Logan Township Municipal Building located at 100 Chief Logan Circle, Altoona, PA. Meetings are held on the third Thursday of each month at 2PM. The annual meeting schedule is advertised in January of each year. All meetings are open to the public.
